ÖTV sonrası için hurda teşviği kulisleri başlayınca iki bakanlık karşı karşıya geldi. Maliye istemiyor, Sanayi Bakanlığı ise yeşil ışık yaktı

Hükümetin, krizin yaralarını sarmak ve iç talebi canlandırmak için başta otomotiv sektörü olmak üzere, bazı ürünlere getirdiği vergi indiriminin dolmasına kısa süre kala ‘hurda teşviği’ yine gündeme geldi.Star gazetesinin haberine göre, otomotivciler, 30 Eylül’de ÖTV indiriminin bitmesiyle hurda teşviğinin başlatılması için kulis yaparken, Maliye hem indirimlerin uzatılmasına hem de hurda indirimine karşı çıktı. Maliye, 2009’un son çeyreğine ve 2010’a ilişkin vergi tahminlerini de vergi indirimlerinin devam etmeyeceğini baz alarak yaptı. Maliye’nin, hiçbir vergi indirimine sıcak bakmadığı, hatta bazı ürünlerde verginin artırılması görüşünü savunduğu belirtildi.

16 YAŞ SINIRI İSTENİYOR

Konuyla ilgili olarak Sanayi ve Ticaret Bakanlığı’nın da bir çalışma hazırladığı, kontrollü bir hurda indirimine yeşil ışık yaktığı kaydedildi. Sanayi Bakanlığı’nın önerdiği sisteme göre, hurda araçların otomotiv fabrikalarına teslimi halinde, teşvik sağlanacak. Hurda indirimi konusunda Sanayi ve Ticaret Bakanlığı ile Maliye Bakanlığı’nın görüş ayrılığına düştüğü bildirildi.

SON KARAR BAŞBAKAN’DA

Vergi indirimleri ile ilgili olarak Maliye Bakanlığı ve Sanayi ve Ticaret Bakanlığı ayrıntılı rapor hazırlayacaklar. Hazırlanacak raporlar, sürenin bitimine kısa bir süre kala Başbakan Erdoğan ile yapılacak toplantıda ele alınacak. Bu toplantının sonucuna göre, indirimler konusunda son karar verilecek. Ancak, Maliye ve Hazine’nin indirimlerin kaldırılması yönünde görüş birliğine vardığı şimdiden kulislerde konuşulmaya başladı. Otomotiv sektörü temsilcilerinin, uzun süredir 16 yaş ve üzerindeki araçlar için hurda teşviğinin ÖTV indiriminin ardından uygulamaya konulması yönünde talebi bulunuyordu.

Ergün: Bir yerde kesmek icap eder

Sanayi ve Ticaret Bakanı Nihat Ergün, ÖTV ve KDV indirimiyle ilgili uygulamayı ‘ilaç tedavisine’ benzeterek, gerektiği noktada kesmenin önem taşıdığını belirtti. Ergün “İlacı vermeye devam ederseniz, artık bir uyuşturucuya dönüşür hadise. Bir yerde kesmek icap eder. Etki analizlerini bitirmeden vergi indirimleri devam edecektir, devam etmeyecektir, yeni indirimler gelecektir sözleri manipülasyon olur” dedi.

Vergi tahsilatı artmadı Maliye karşı çıktı

Maliye Bakanlığı’nın, 30 Eylül tarihinde süresi dolacak olan vergi indirimlerinin bir daha uzatılmasına karşı çıkmasında, vergi indirimi yapılan sektörlerde vergi tahsilatının artmamasının etkili olduğu ortaya çıktı. Maliye Bakanlığı denetim elamanları, vergi indirimi yapılan sektörlerdeki vergi artışlarını tek tek çıkardı. Bu kapsamda, birçok firmanın vergi indirimlerini, tüketiciye indirim yerine zam olarak yansıttıkları tespit edildi. Otomotiv sektöründe ise, birinci üç aylık dönemde vergi tahsilatında sağlanan vergi artışlarının, ikinci indirim sırasında gerçekleşmediği tespit edildi. Bu nedenle, Maliye Bakanlığı vergi indirimlerinin tamamen kaldırılması gerektiği görüşünü savunuyor.
